I have my Minute to the beginning of the J.O. by whom Mr. Satow: Despatches had been originated & I now annex Memos. which he has sent me in reply, from which you will see that Mr. Satow cannot explain exactly what he meant to convey, but rather suggests giving him discretionary power to act as he thinks best.
This Memo. however clears up one point viz, that the Agreement of 6 April 1883 is to come into force on the 1st of January next, independently of the Exchange of the other Powers to that effect.
All the Colonies concerned have been informed on J.O. 1347/3/.
